Dutch Parliament Moves Towards Ban On “Unfriendly” Horse Equipment

A recent proposal was accepted in Dutch Parliament from the Party for the Animals (PvdD), a political party focusing on the welfare of the planet and animals, as well as people.

This new proposal covers multiple of aspects of sports involving animals, including equestrianism and its various training techniques.

Christine Teunissen is a representative of the party regarding this proposal and stated that the secretary “must introduce a ban”. It is not currently stated which aids and equipment would be covered as the current phrase “animal in-friendly” is open for interpretation. Before making a move for any rules, the government must first consult with the Council for Horses (SRP).

Some believe this can would include spurs, whips, tongue ties and even bits. This would be later decided on once the proposal has been through many more departments.
However, it is important to remember that while the proposal has been accepted, there are various more steps to follow in order to put any specific regulations in place.
The SRP have also vocally shown their lack of immediate support for the proposal through a spokesperson for the council.

The SRP have stated that many people are using images and stories that are shocking and applying these to the use of equestrian aids as a whole. They aim to guide this proposal in a factual and open way and does not want people reading in to misleading campaigns.
“Decisions on the use of aids and training resources should be based on sound research. The equestrian sector is open to improvements and innovations but warns that regulations should not be drawn up on the basis of emotion and misinformation.” - SRP Spokesperson
October 2024, did see the Dutch Government perform a study in to the use of animal aids and their possible negative impact. This study resulted in the verdict that any piece of equipment can be made painful or uncomfortable, depending on how it is used.
The proposal may not be enforced, as a past proposal in 2021 that resulted in the October 2024 study was dismissed by the secretary.
The Netherlands has already made a lot of changes to their rules regarding equestrian equipment in recent years and already have plans for allowing bitless bridles to be used in higher levels of dressage in April 2025. As well as this, other European countries have made changes to rules regarding equipment.

Denmark
Made nose bands optional in all levels of dressage.
Allow bitless bridles in lower levels of dressage.
Is considering a ban on the use of the double bridle.
Only time will tell if Netherlands follows in the footsteps of Denmark and possibly go further with a ban on multiple types of equipment.
